Section 2
Policies and Procedures
Circulation
Hours of Operation
The library is available for use Monday through Friday from 7:40 AM until 3:30 PM. The library remains open during the entire day, including lunch hours and the afternoon break and is available to students during study periods as well. Occasionally, the library is closed for special uses, such as administration of standardized tests, regularly scheduled club meetings, etc.
Borrowing Privileges
Use of the library is never refused to anyone, as long as the user behaves within the code of conduct of Bullitt Central High School as outlined in the student handbook, and meets the expectations for behavior in the library. The library maintains an atmosphere conducive to studying and learning, and patron behavior is expected to promote this atmosphere. Checkout privileges, however, are limited to faculty, staff, and students of Bullitt Central. Most books can be checked out for two weeks, with one renewal for a total of four weeks. Some reference books can be checked out overnight, but most do not circulate at all. Faculty and staff have the same checkout guidelines as students, with the exception that faculty may check out video cassettes, laser disks, and sound recordings as well as CD - ROMs, all of which are unavailable to students. Faculty members are expected to return these materials as soon as they have finished with them. Magazines do not circulate.
Lending
The Bullitt Central Library/Media Center lends materials with the full expectation that they will be properly cared for and returned when expected. A fine of .02 per day, exclusive of non-school days, is charged for overdue items. Once an item is overdue, it is assumed lost and the replacement cost of the item is charged to the borrower. Should the borrower return the item and pay the accrued fine, the charge is removed. If the book is not returned and the fine paid, and the replacement cost has not been paid, the school will hold the student's diploma and transcripts until such time as satisfactory recompense has been made. When damage is incurred by an item, the borrower will be expected to make restitution up to, but not more than, the replacement cost of the item. The amount to be paid is to be determined by the librarian. Failure to pay will result in the same consequences as for failing to return an item. (See above.)
Reserve
Materials will be held on reserve in the magazine room for specific students at the request of faculty members for a period not to exceed three weeks. Faculty members who wish to avail themselves of this service need only pull the materials from the shelves and provide a list of the materials including author, title, and call number and a roster of the students to have access to them. Students can obtain materials on reserve by requesting them at the circulation desk. Reserve materials may not be taken from the library.
Sign-In/Sign-Out
Teachers may send a maximum of six students to the library during a single block, either individually or in a group. Official library passes must be used. We print two passes, one for individuals and another for listing groups of students. Please include students' full names, date, time student left class and sign the pass yourself. Do not ask students to sign passes for you. Substitutes are not to send students to the library. Please do not leave instructions for substitutes to send students to the library; do not sign library passes for students who are in a class being supervised by a substitute.
Make certain that students sent to the library have a genuine purpose for being there. Drivers Ed study students generally need about 2 hours to finish the book assignments for the 9-week course. Please consider this when sending them to the library. Students may be sent back to class if the library is overly crowded, or if they are not busily engaged in library business. Socializing, for example, is not library business.
Students sign into the library at the desk and passes are collected. When students return to class, they sign out and their passes are signed with the time they left the library noted. This is their pass back to class. If a group pass is used and the group does not return together, an individual pass is signed for each student upon returning to class. The last student in the group to leave returns the group's pass to the teacher. If a student/students remain in the library until the end of a block, their presence in the library is noted at the bell and the pass is returned to the teacher's mailbox. In all situations, students will have a pass that indicates the time they left the library. Please do not allow students to return to your classes from the library without a pass. If they do, insist that they return to the library to get a pass.
Students may not sign out of the library during the last ten minutes of a block.
Loss of Library Privileges
While it is the goal of the library staff to promote use of the library and to promote a welcoming, friendly and service-oriented atmosphere in the media center, it is also recognized that it is necessary at times to suspend an individual's use of facilities, materials and services in the interest of that individual, other users, and the school. When such action is deemed necessary, it shall be for these causes and the following procedures shall be followed.
Library privileges shall be suspended if the patron, after having been duly informed of library policies, procedures and expectations, and after having been warned concerning behavior not consistent with said policies, procedures and expectations, continues to:
- ignore the policies and procedures for signing into and out of the library
- behave in a fashion that breaches the posted expectations for library use
- utilize technology for purposes not in accordance with the library's expectations (e.g., gaming other than chess, Internet chat, web mail)
- damage the facilities, materials or equipment of the library
- behave in a fashion that diminishes the value of the library atmosphere for other users.
In suspending library privileges, the following procedure shall be followed.
- The patron will be asked to leave the library immediately and return to the area assigned for that period.
- The patron's status will be changed to "indefinitely suspended" and the patron and the patron's teachers will be informed either verbally, in writing, or via e-mail. While suspended, the patron may not enter or in any way use the library during class times unless in the company of the assigned teacher.
- The patron's status will remain "indefinitely suspended" until a meeting is arranged by the patron wishing to regain user privileges with the librarian(s). This meeting must necessarily take place before 7:40 AM or after 2:45 PM. The content of the meeting shall include clarification of policies, procedures and expectations and a review of the specific behavior(s) for which privileges were suspended in order that mutual agreement may be reached as to future behavior of the patron in the course of library usage.
- The librarian(s) shall determine a period of suspension from library use during class times when not accompanied by the assigned teacher to be served after this meeting. Time of suspension served prior to the meeting will not be considered as the length of this time is controlled by the patron's willingness to meet with the librarian(s). Length of suspension shall be commensurate with the severity, as well as the frequency and longevity of the offending behavior. If deemed necessary by the librarian(s), check-out privileges may be suspended.
- The patron and the patron's teachers shall be informed verbally, in writing, or via e-mail of the duration of the patron's period of suspension and the date on which class-time user privileges will be regained.
